Summary of Today’s News

Supreme Court (SC) on Treatment Charges in Hospitals

  • SC has directed Union Government to fix hospital treatment charges to be paid by patients within next 6 weeks.
  • It was directed while hearing a writ petition of mandamus.
    • Mandamus is a writ under Article 32 which seeks to direct a public official or authority to perform a duty they are legally bound to perform.
  • In this case the petitioners requested the enforcement of Rule 9 of the Clinical Establishment (Central Government) Rules, 2012.
  • This Rule (Rule 9) mandates that hospitals and clinical establishments should display the rates/charges, fees etc. within the range determined by the Centre in consultation with state governments.

Why we need to fix fees/charges?

  • Affordability: expensive healthcare, significant proportion of Indian population does not have health insurance coverage.
  • Create a fairer playing field among hospitals, with quality of care.
  • Article 47 directs the State to improve Public health.
  • Fixed charges will help to bring transparency to prevent instances of overcharging, billing discrepancies, and exploitation of patients.

Steps taken by Governement 

  • Ayushman Bharat scheme: Health and Wellness Centres and Pradhan Mantri Jan Arogya Yojana
  • National List of Essential Medicines: To monitor and regulate prices of essential medicines.
  • PM Bharatiya Janaushadhi Pariyojana: To provide generic medicines at lower/affordable prices.

Swachhata Green Leaf Rating

  • It is a type of rating system, which evaluates various tourist facilities based on their adherence to specific hygiene and sanitation standards.
  • The Department of Drinking Water & Sanitation (DDWS), Ministry of Jal Shakti, in collaboration with the Ministry of Tourism, has introduced the Swachhata Green Leaf Rating (SGLR) initiative.
  • The aim is to revolutionize sanitation practices in India’s growing tourism industry.

What is CITES?

It is a global agreement to ensure that international trade in specimens of wild animals and plants does not threaten their survival.

  • The WWF Environmental Information and Assessment Center Program (EIACP PC-RP), operating under the Ministry of Environment, Forest and Climate Change, marked the day at the Okhla Bird Sanctuary.
  • Theme: “Connecting People and Planet: Exploring Digital Innovation in Wildlife Conservation”.

Dual-use Goods

  • Indian security agencies have detained a Karachi-bound ship at Mumbai’s Nhava Sheva port on suspicion that it contained a dual-use consignment that could be used for Pakistan’s nuclear and ballistic missile programme, officials said Saturday. The consignment has been seized.
  • Dual-use goods are items that can be used both for civilian and military applications.
  • These types of goods are heavily regulated because they can be classified for civilian use and then transformed for military purposes, or worse, used for terrorism.
